Our Board of Directors
Providing Corporate Governance
The Board of Directors is the cornerstone of PSECU’s governance activities and is comprised of nine outside Directors. Associate Directors supplement the knowledge and experience of the present Board, serve in non-voting positions, and help maintain continuity of PSECU’s governance activities. Both the Board of Directors and Associate Directors are committed to ensuring good corporate governance. PSECU’s Corporate Governance program consists of six key elements:

Meet the Board
Ms. Weis has served on PSECU's Board of Directors since June 2017 and is currently its Chair. She was a PSECU Associate Director from 2013 to 2017. Ms. Weis currently serves as Chief Counsel to the Pennsylvania Infrastructure Investment Authority. Previously, Ms. Weis served as Legal Counsel to KnowledgePlanet, Inc., an international software platform company, as a Clinical Staff Professor for the Penn State - Dickinson School of Law, Elder Law Clinic, and as an Associate Attorney for Keefer Wood Allen & Rahal, LLP. She earned her Juris Doctor from The Dickinson School of Law and a Bachelor of Science in Business Administration - Economics from Elizabethtown College. Ms. Weis is a member of the Pennsylvania Chapter of Women in Public Finance, the National Association of Bond Lawyers and the Pennsylvania Association of Bond Lawyers. She has been a PSECU member since 2005.
Mr. Wagoner has served on PSECU's Board of Directors since 2018 and is currently its Vice Chair. He served as a PSECU Associate Director from 2016 to 2018. Mr. Wagoner is a teacher at Red Land High School in the West Shore School District, where he was the 2010-2011 Professional Employee of the Year. Mr. Wagoner teaches Physics, Advanced Placement Physics, and a newly developed, project-based class that combines math, science, and technology education. He has worked on strategic planning, professional development, and curriculum writing for the district. He obtained a Bachelor of Science in Physics from Shippensburg University and a Master's from Frostburg University. Mr. Wagoner is a member of Camp Hill United Methodist Church and volunteers with various children's programs in the community. He has been a PSECU member since 2016.
Mr. Grunstra has served on PSECU's Board of Directors since 2012 and is currently its Treasurer. Additionally, he has served as Secretary and Assistant Treasurer for the Board of Directors. He was a PSECU Associate Director from 2010 to 2012, prior to becoming a Director. Mr. Grunstra is a Principal with Brown Schultz Sheridan & Fritz, a regional public accounting firm with 5 offices in the greater Central PA area and northern Maryland, where he has worked in various capacities for the past 35 years. He provides accounting, tax, and advisory services to clients of various sizes in a wide variety of industries. He obtained a Bachelor of Science in Accounting from Bloomsburg University. He is also a graduate of Leadership Harrisburg Area and is a certified public accountant and a member of the American Institute of Certified Public Accountants and the Pennsylvania Institute of Certified Public Accountants. In the past, he has been active on the boards of the Central Pennsylvania Food Bank and Vision Resources of Central Pennsylvania, has been a member of the West Shore Kiwanis Club, and has volunteered for the United Way and other nonprofit organizations. He has been a PSECU member since 1989.
Ms. Meiser has served on PSECU's Board of Directors since May 2019 and is currently its Secretary/Assistant Treasurer. She served as a PSECU Associate Director from 2016 to 2019. She is employed by The Hershey Company where she leads global transformation change as Director, Organizational Change Management. She graduated with a Bachelor of Science and a Master of Business Administration from Elizabethtown College. Ms. Meiser also holds a Master of Education from Penn State. She has been a PSECU member since 2015.
Mr. Barbera joined PSECU’s Board of Directors in November 2020 after service as an Associate Director since 2019. Mr. Barbera has garnered more than 10 years of experience in accounting and finance while working in both the public and private sectors. He is currently employed by SunStone Consulting, a healthcare practice that assists providers throughout the United States with reimbursement, regulatory, and revenue cycle solutions. At SunStone Consulting, Mr. Barbera serves as a senior manager in the financial analysis and reimbursement service line. Mr. Barbera is a graduate of the University of Pittsburgh and holds a Master of Business Administration from Lebanon Valley College. Mr. Barbera serves in a leadership position for multiple community organizations including the Harrisburg Young Professionals and the Health Financial Management Association (HFMA) of Central Pennsylvania. He has been a PSECU member since 1990.
Ms. Blanch has served as a member of PSECU's Board of Directors since 2010. Additionally, she has served as Chair and Vice Chair of the Board of Directors. She was a PSECU Associate Director from 2007 to 2010. Ms. Blanch has more than 20 years of experience in Human Resources as well as in Training and Development. She is currently employed by Capital Blue Cross where she oversees the Human Resources Operations and Strategic initiatives of the organization. She is a graduate of Penn State with a Master in Education and Lebanon Valley College with a Master of Business Administration. Ms. Blanch is an active member of the United Way of the Capital Region's (UWCR) Bridges Society, which focuses on bringing together the next generation of diverse leaders to spark positive changes in the capital region. She is also a member of the UWCR's Women's Leadership Network and the National Association of Professional Women, and she volunteers with several local charities. She has been a PSECU member since 1987.
Mr. Ferster has served as a member of PSECU's Board of Directors since February 2010. Additionally, Mr. Ferster has served as Chair, Vice Chair, Secretary, and Assistant Treasurer of the Board of Directors. He was a PSECU Associate Director from 2007 to 2010. Mr. Ferster retired after nearly 36 years of service with Nationwide Insurance where he held positions in claims and personal lines underwriting before transitioning to an agency owner in 1985. He obtained a Master of Business Administration from Lebanon Valley College. Additionally, he earned a Bachelor of Science in Management Science from Lock Haven University and a Chartered Property Casualty Underwriter designation from the American Institute for Property and Casualty Underwriters. Mr. Ferster is an active volunteer with various local charities. He has been a PSECU member since 1992.
Mr. Sassano has served as a member of PSECU's Board of Directors since 2006. Additionally, he has served as Chair and Vice Chair of the Board of Directors. He was a PSECU Associate Director from 2004 to 2006. Mr. Sassano is the Senior Executive of IT for Little League International, and was Executive Director of IT/CIO for York County Government for 11 years and the Chief Information Officer for the Pennsylvania Employees Benefit Trust Fund for 16 years. He has served as an adjunct faculty member at Penn State Harrisburg and Harrisburg Area Community College. Mr. Sassano is a graduate of Penn State with a Master of Science in Information Technology and Bloomsburg University with a Bachelor of Science in Information Systems. Mr. Sassano is a member of the Penn State Alumni Association and the Bloomsburg University Alumni Association. He also volunteers for various organizations. He has been a PSECU member since 1992.
Mr. Wilbur has served on the PSECU Board of Directors for more than 49 years, and prior to that, six years on the Credit Committee. Additionally, he has served as Chair and Vice Chair of the Board of Directors. Mr. Wilbur retired as Assistant Director for Budget Administration after 36 years in the Office of the Budget for the Commonwealth of Pennsylvania. He earned a Master of Governmental Administration from the Wharton School of the University of Pennsylvania and a Bachelor of Arts in History from Waynesburg University. Mr. Wilbur has chaired and served on various church personnel and finance committees. In 2019, Mr. Wilbur received the Joseph A. Moore Lifetime Achievement Award from the Pennsylvania Credit Union Association recognizing him as the state’s Outstanding Credit Union Volunteer of the Year. He has been a PSECU member since 1966.
Meet Our Associate Directors
Ms. Salvo was appointed as a PSECU Associate Director in 2021. She is Director of Marketing for Boyer & Ritter LLC. In this role, she supports the execution of the firm’s growth strategy and is responsible for directing firm communications, strategic partnerships, overseeing promotions, events, branding, client satisfaction, and other coordinated business development initiatives. Her strengths include corporate communication and public relations, strategic planning, brand management and coaching in the areas of marketing and practice development. Ms. Salvo holds a Bachelor of Arts Degree in Mass Communications with concentrations in Public Relations and Advertising from Bloomsburg University. She volunteers with various community and professional organizations including United Way of the Capital Region, Cumberland Area Economic Development Corporation, The Joshua Group, and UPMC Foundation. She has been a PSECU member since 2021.
Mr. Prin was appointed as a PSECU Associate Director in 2023. Mr. Prin is currently a partner at and Portfolio Manager at Greylock Capital, an investment firm that manages international fixed income portfolios. Prior to Greylock, he worked at JP Morgan in the Global Fixed Income Group. He has over 20 years of experience investing in financial institutions around the world, and has been a regular speaker and writer on the topic of international investing. Mr. Prin holds a Bachelor’s Degree in Economics and Classical Studies from the University of Pennsylvania, as well as the Chartered Financial Analyst designation. He was previously Chair of the Board of CFA Society New York, a leading forum for investment professionals in New York City, and the largest CFA society globally. He is currently on the Board of Directors of USA Boxing, the national governing body for Olympic-style boxing in the United States.
Mr. Karim was appointed as a PSECU Associate Director in 2022. Mr. Karim has more than 30 years of information technology leadership experience from both industry and higher education organizations. He currently serves as the Vice President of Information Technology at The American College of Financial Services. In this role, he’s responsible for the design, development, and implementation of college information systems, business application, and IT support and infrastructure systems. He previously served as the Chief Technology Officer for Montgomery College in Maryland, Chief Information Officer for Texas A&M University - Commerce in Texas and Lehigh Carbon Community College in Pennsylvania. Mr. Karim is a graduate of De Paul University with a Master of Science in Information Systems, PennWest University with a Master of Business Administration, and Southern Arkansas University with a Bachelor of Business Administration. He served as a Treasurer and Board member of the Parkland Community Library in Allentown, Pennsylvania for ten years. Mr. Karim is active on the Dell Higher Education Advisory Board and EDUCAUSE. He also volunteers for various nonprofit and charity organizations. He has been a PSECU member since 1988.
